

JACK CLANCY, Principal
Jack Clancy has over 30 years of experience with assessment centers dating back to his original work at Sears Roebuck & Co. to adapt the assessment center method to the selection of executives and top level managers. He designed his first assessment center in the public sector for a law enforcement command position and since then he has conducted well over 300 public sector assessment centers and presented many training courses in the areas of assessment and selection. Jack is also one of the founding members and Past President of the Personnel Testing Council of Northern California (PTC-NC) and was a member of the international task force that drafted the 1989 Guidelines and Ethical Considerations for Assessment Center Operations. He holds a M.S. degree in Industrial/Organizational Psychology and has written numerous articles and lectured widely on topics related to the assessment of public safety personnel.

MARY WAMSLEY, Senior Associate
Mary Wamsley has over twenty-seven years of service in the public sector, with eighteen years of supervision, management and executive experience in medium size police departments. She specializes in the development and administration of public safety assessment center programs and performance tests, and is a nationally recognized expert in the areas of executive leadership development, career planning, mentoring in the workplace, and organizational effectiveness. She is also active at the federal level, having served as the national chairperson for the Defense Advisory Committee on Women in the Services (DACOWITS) and is a past recipient of the Secretary of Defense award for Outstanding Public Service. Mary currently sits on numerous national advisory boards including the Alliance for National Defense and the Pennsylvania State University Institute for Continuing Justice Education and Research. She holds a B.S. in Criminal Justice from the University of Nebraska and a M.S. in Organizational Management from Regis University.
REBECCA JONES, Senior Associate
Rebecca Jones has over 25 years experience in building successful organizations and high performing teams, and has spent the last 13 years designing and facilitating management and leadership development processes for Jack Clancy Associates. She specializes in helping organizations to effectively respond to the changing business environment and maintain a competitive advantage through strengthening their internal leadership pool. Rebecca is an expert in the area of management training and development, and excels at creating personalized development plans and programs based on the results of JCA assessments. Her other areas of focus and expertise include facilitation, partnering, and performance coaching and she provides all the individual performance feedback associated with JCA's management development assessment centers. Rebecca holds a MBA from Pepperdine University and a M.A. degree from UCLA.
DEBRA ARP, Senior Associate
Debra Arp has over thirty years of law enforcement experience, the last seventeen of which were spent as a Bureau Commander for the Arvada, CO police department. She is a 1995 graduate of the FBI National Academy, Session 182, and remains active in the Rocky Mountain Chapter of the FBINAA. She has spent over 20 years mentoring others in police management and administration, and worked extensively with assessment center methodology throughout her professional career. Her specialty areas include public safety recruitment and hiring strategies, and the assessment and selection of law enforcement command personnel. Debra holds a B.A. from Washburn University and a M.S. degree from the University of Colorado at Denver. She also holds certifications in the Urban Area Security Initiative (UASI) and the National Incident Management System (NIMS).

MATT GRUVER, Principal
Matt Gruver has, over the past 15 years, specialized in designing and conducting assessment procedures in the public sector. His experience has been the area of personnel assessment and selection for professional-level and general supervisory, management, and executive-level positions; and he specializes in the development and administration of public safety assessment and selection programs. Matt has consulted with hundreds of police and fire organizations throughout the country on issues related to the identification, selection, and retention of successful leadership and command personnel. He holds a M.A. degree in Industrial/Organizational Psychology, and designed his first promotional assessment center process in the early l990s. Since then, he has developed well over 150 assessment processes and performance examinations focused on identifying management and leadership potential, and presented many training courses in this area.
